Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are released from different nations. Considerable effort is allocated on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by partner states. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, no doubt, persist.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a assumption understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the status quo will not shift further in its favour in the near future.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
